17. Serialized or Fleet MELs LOA D195 Only Must Be Defined. In an MEL, the operator must expand on MEL general “Remarks or Exceptions” and include specific procedures in accordance with the requirements of the operating rules (part 91, 91K, 121, or 135) under which the operator conducts their operation. The procedures must address what is required when a particular item is inoperative.

The following phrases are examples of an MEL’s general “Remarks or Exceptions” that may not be included in an MEL. POIs may not approve an MEL that contains any of these phrases:

1.) “May be inoperative unless required by 14 CFR.”

2) “As required by 14 CFR.”

1.) ***Exception: “May be inoperative or missing if alternate procedures are established and used can be used in the MEL section but a procedure must be created and must be specific in the Maintenance, Operating, & Placarding Procedures Section”.

B. Must Be Specific. An operator’s MEL must contain specific procedures, requirements, and conditions that apply when a particular item is inoperative. PIs must verify that each MEL contains enough information to adequately and safely address operations with the item inoperative. See Examples on Page 19 thru 22 8900.1 Vol. 4 Ch. 4 Sec 2 or 3
