POIs may not approve an MEL that contains any of these phrases: 1.) “May be inoperative unless required by 14 CFR.” 2) “As required by 14 CFR.” 1.) ***Exception: “May be inoperative or missing if alternate procedures are established and used can be used in the MEL section but a procedure must be created and must be specific in the Maintenance, Operating, & Placarding Procedures Section”. B. Must Be Specific. An operator’s MEL must contain specific procedures, requirements, and conditions that apply when a particular item is inoperative.
